Notice of Race updated

Both Notices of Races have been updated

 Both the Notice of Race for the Topper 5.3 and the Topper 4.2 World Championships have been updated with minor editorial changes and the removal of the late entry fee.

The Entry fee will remain at the current level until entries are closed just before the Championships take place.
